Verb – a broadcaster or newspaper or magazine may commission (pay for) a film or TV programme from an independent producer -or an article from an individual - which means the programme has been agreed with a certain budget and can now go ahead – similar to a contract.
Noun – an individual producer may receive a commission (contract) to make a TV or radio programme for a broadcaster. A journalist can receive a commission to write an article about an agreed topic. This may or may not include the cost of making the programme. A TV programme may be fully commissioned. The broadcaster pays for all of it and owns the whole programme after it is made. You will be paid for the work you do on it.
