There are two parts to the commissioning of television programmes by broadcasting companies.

The first part involves the programme originator only, and is complicated but transparent.

The second part involves the broadcaster and is simple but opaque.

In theory anyone who has an idea for a programme that might work on a television channel can submit the idea to the broadcaster of that channel – e.g the BBC, ITV or C4.
